What browser are you using? I would prefer you to use Fire Fox. With using this one you can hit "File" at the top left and then click on "New tab" That will open and new window and you just type in your web address that you want. If you have book marks then just click on that and go to the web page you want and click.

I think you must try to click the Internet Explorer icon aside from the current internet window. If it doesn't work, this one must work: Go to File > New Window

Press CTRL (hold it until u press N), then letter N.

then a new window must open. type in the address/url you want to browse or visit.
