This speculation is your problem. If he attests to being straight and you've got vibes off him that he likes you, then I would assume he's straight and that his image is possibly a statement of his self-belief and confidence in his orientation.
He isn't necessarily a 'girly' guy either. Marilyn Manson wears female clothing but he is anything but effeminate.

Instead of asking him "out" why don't you just ask him if he fancies doing something with you sometime...erm...drink, coffee, cinema etc.
